ONSLOW COUNTY, NC SEEKS AN HR DIRECTOR WHO WILL HAVE EXTENSIVE KNOWLEDGE OF BEST PRACTICES, THE ABILITY TO CRAFT AND IMPLEMENT A VISION FOR THE COUNTY TO BECOME AN EMPLOYER OF CHOICE AND IS SKILLFUL IN TAKING A STRATEGIC APPROACH TO IMPLEMENTING DESIRED CHANGES WITH COUNTY LEADERS. THE HR DIRECTOR WILL BE PART OF THE EXECUTIVE TEAM PROVIDING LEADERSHIP AND OVERSIGHT TO DEVELOP AND CARRY OUT THE GOALS OF THE ORGANIZATION. NEARLY 1,250 EMPLOYEES SERVE THE CITIZENS OF ONSLOW COUNTY ACROSS 27 DEPARTMENTS. THE HR DIRECTOR REPORTS TO THE COUNTY MANAGER. THE HR DIRECTOR OVERSEES A BUDGET OF $720K WITH A STAFF OF SEVEN: 1 DEPUTY HR DIRECTOR, 4 HR ANALYSTS, 1 SAFETY OFFICER, AND 1 ADMINISTRATIVE ASSISTANT. WITHIN THE HR DEPARTMENT, THE NEXT HR DIRECTOR MUST BE ADEPT AT EVALUATING AND UPDATING EXISTING HR PROGRAMS/POLICIES AND REVISING AND/OR DEVELOPING SYSTEMS THAT EMPOWER COUNTY DEPARTMENTS TO MAKE SOUND AND EVIDENCE-BASED HR DECISIONS. TO ACHIEVE THIS, THE HR DIRECTOR MUST BE AN ASSERTIVE AND EXCELLENT COMMUNICATOR WHO EXPECTS AND DELIVERS AN OUTSTANDING CUSTOMER-SERVICE APPROACH. GIVEN THAT STAFF IS STRONG IN CARRYING OUT THE COMPLIANCE FUNCTION OF HR, THE FOCUS OF THE NEXT HR DIRECTOR WILL BE TO TRANSFORM THE DEPARTMENT INTO A STRATEGIC OPERATION. A MINIMUM OF A BACHELOR’S DEGREE IN HR, BUSINESS, PUBLIC ADMINISTRATION, OR RELATED FIELD, AND FIVE YEARS’ PROGRESSIVE EXPERIENCE IN A VARIETY OF HUMAN RESOURCE FUNCTIONAL AREAS. MASTER’S DEGREE PREFERRED WITH SUPERVISORY AND LEADERSHIP EXPERIENCE IN HR. HR CERTIFICATION (PHR, SPHR, SHRM-CP, IPMA-CP, ETC.) IS PREFERRED WHILE ACHIEVING CERTIFICATION WITHIN TWO YEARS OF EMPLOYMENT IS REQUIRED. THE PAY RANGE IS $91,219- $118,554. BASE SALARY AND COMPENSATION ARE NEGOTIABLE BASED ON EXPERIENCE AND QUALIFICATIONS. THE COUNTY OFFERS A COMPREHENSIVE BENEFITS PACKAGE INCLUDING A SUPPLEMENTAL 401K PROGRAM.
