THE WESTERN NORTH CAROLINA TOWN OF MILLS RIVER IS SEEKING AN ENERGETIC AND VISIONARY TOWN MANAGER WHO WILL WEAR MULTIPLE HATS AND HAVE SKILLS AND EXPERIENCE IN PLANNING AND ZONING, TO WORK EFFECTIVELY WITHIN THE COUNCIL-MANAGER FORM OF GOVERNMENT. THE TOWN MANAGER MUST HAVE THE ABILITY TO EASILY RELATE WELL TO THE COMMUNITY AND TO PARTNER WITH AN ENGAGED BOARD TO CARRY OUT THE CURRENT AND FUTURE STRATEGIC PRIORITIES. WITH A SMALL BUT HIGHLY EXPERIENCED STAFF, THE MANAGER MUST BE A DOER AS WELL AS AN ENABLER. REPORTING TO THE MAYOR AND FOUR-MEMBER COUNCIL, THE TOWN MANAGER IS A RESOURCE AND LIAISON TO FOUR COUNCIL COMMITTEES, COMMISSIONS, OR BOARDS. WITH A BUDGET OF $ 2.8M AND $3M FUND BALANCE, THE TOWN MANAGER LEADS A TALENTED STAFF OF NINE EMPLOYEES AND OFFERS PLANNING, PROPERTY TAX, PARKS, AND FIRE INSPECTIONS SERVICES. THE TOWN MANAGER IS RESPONSIBLE FOR CARRYING OUT ADMINISTRATIVE FUNCTIONS SUCH AS FINANCE, HUMAN RESOURCES, AND COMMUNICATION/PUBLIC RELATIONS. THE TOWN MANAGER WOULD ALSO BE EXPECTED TO FILL IN ON PLANNING AND ZONING MATTERS WHEN NEEDED DUE TO THE HEAVY VOLUME OF SERVICE NEEDS. A LOW TAX RATE OF $0.18 PER $100 AND MINIMAL GOVERNMENT IS A GOAL COUNCIL STRIVES TO MAINTAIN. THE TOWN PROVIDES FIRE PROTECTION BY CONTRACT WITH MILLS RIVER FIRE AND RESCUE, PROVIDES LAW ENFORCEMENT BY CONTRACT WITH THE HENDERSON COUNTY SHERIFF'S DEPARTMENT, AND HAS AN ACTIVE PROGRAM TO INSTALL STREETLIGHTS AT KEY INTERSECTIONS AND ALONG KEY ROUTES THROUGHOUT THE TOWN. THERE ARE A NUMBER OF ECONOMIC DEVELOPMENT OPPORTUNITIES FACING THE TOWN ALONG WITH THE NEED TO BALANCE THE AGRICULTURAL HISTORY OF THE COMMUNITY AND EXCELLENT QUALITY OF LIFE. QUALIFICATIONS: TO BE CONSIDERED, CANDIDATES MUST HAVE A MINIMUM OF A BACHELOR’S DEGREE FROM AN ACCREDITED COLLEGE OR UNIVERSITY AND 2-3 YEARS OF PROGRESSIVE MANAGEMENT EXPERIENCE. AN MPA, AICP, AND MUNICIPAL EXPERIENCE ARE PREFERRED. PRIOR EXPERIENCE SUPERVISING OTHERS IS DESIRABLE. THE IDEAL CANDIDATE DEMONSTRATES EXPERIENCE IN EFFECTIVE INTERGOVERNMENTAL RELATIONS, PERSONAL COMMUNITY ENGAGEMENT, PLANNING, ZONING, LEADING COHESIVE CHANGE AND BEING ADEPT AT UNDERSTANDING AND APPLYING TECHNOLOGICAL SOLUTIONS TO PROBLEMS.
