POSITION: TRANSPORTATION ADMINISTRATOR POSTING NO.: ST-04-19 DEPARTMENT: PUBLIC WORKS- TRANSPORTATION DIVISION SALARY RANGE: $60,686.25 - $68,534 PER YEAR DOQ; EARNED AND PAID ON A BI-WEEKLY BASIS CLOSING DATE: FRIDAY, MARCH 15, 2019 @ 5:00 P.M. THE TRANSPORTATION DIVISION IS RESPONSIBLE FOR ALL ASPECTS OF THE CITY’S STREET SYSTEM WHICH CONSISTS OF APPROXIMATELY 136 MILES OF ROADWAY AND ASSOCIATED DRAINAGE STRUCTURES, 20,000 TRAFFIC SIGNS, 32 MILES OF SIDEWALK AS WELL AS MAINTENANCE OF THE CITY’S FLEET WHICH CONSISTS OF 270 VEHICLES FROM ALL CITY DEPARTMENTS AND ASSOCIATED FUNCTIONS. DESCRIPTION OF WORK/DUTIES: • MANAGES, PLANS, ORGANIZES AND DIRECTS TRANSPORTATION DIVISION WHICH IS RESPONSIBLE FOR MAINTENANCE OF THE CITY STREET SYSTEM AND SIGN FUNCTIONS; ENSURES COMPLIANCE WITH REGULATORY AGENCY REQUIREMENTS; CONDUCTS ROUTINE INSPECTIONS OF FACILITIES; MAINTAINS RECORDS AND FILES; PREPARES REPORTS. • OVERSEES THE RECRUITMENT AND SELECTION OF TRANSPORTATION DIVISION PERSONNEL; ASSIGNS, DIRECTS, TRAINS AND INSPECTS THE WORK OF STAFF; EVALUATES STAFF PERFORMANCE; REVIEWS EVALUATIONS; REVIEWS TIME AND ATTENDANCE RECORDS; DEVELOPS STAFF SCHEDULES. • DEVELOPS DIVISION OPERATING AND CAPITAL BUDGETS; MONITORS EXPENDITURES; OVERSEES THE PURCHASE OF ALL DIVISION EQUIPMENT AND SUPPLIES. • ANALYZES DATA AND ADJUSTS OPERATIONAL PARAMETERS TO IMPROVE EFFICIENCY. • PREPARES AND DISTRIBUTES NECESSARY REPORTS AND ANNOUNCEMENTS TO MAINTAIN REGULATORY COMPLIANCE; INFORMING THE PUBLIC. • DIRECTS THE MAINTENANCE AND REPAIR OF TRANSPORTATION EQUIPMENT AND VEHICLES AND MUNICIPAL FLEET; SCHEDULES CONTRACT WORK AS NECESSARY. • DEVELOPS POLICIES AND PROCEDURES; ENFORCES SAFETY AND OTHER PROCEDURES AND REGULATIONS; ENSURES COMPLIANCE WITH PERMIT REQUIREMENTS. • CONDUCTS TOURS; MAKES PRESENTATIONS TO PUBLIC GROUPS AND CITY COUNCIL AS REQUESTED. • RECEIVES AND RESPONDS TO CUSTOMER COMPLAINTS; PERFORMS RELATED TASKS AS REQUIRED. KNOWLEDGE, SKILLS AND ABILITIES: COMPREHENSIVE KNOWLEDGE OF THE PRACTICES, METHODS AND TECHNIQUES NECESSARY FOR THE EFFICIENT AND EFFECTIVE ADMINISTRATION AND MANAGEMENT OF THE TRANSPORTATION DIVISION; APPLICABLE FEDERAL, STATE, AND LOCAL RULES AND REGULATIONS PERTAINING TO THE ADMINISTRATION AND MANAGEMENT OF THE TRANSPORTATION DIVISION; PREPARING DETAILED, COMPLEX TECHNICAL REPORTS AND RELATED DOCUMENTS; AND USE OF STANDARD OFFICE EQUIPMENT AND RELATED SOFTWARE. THOROUGH KNOWLEDGE IN READING AND INTERPRETING VARIOUS MANUALS, DIAGRAMS, MAPS AND POLICIES AND PROCEDURES; AND THE OPERATION OF EQUIPMENT ASSOCIATED WITH THE POSITION. ABILITY TO PLAN AND SUPERVISE THE WORK OF SUBORDINATES; COMMUNICATE EFFECTIVELY IN ORAL AND WRITTEN FORMS; MAKE MATHEMATIC COMPUTATIONS; MANAGE MULTIPLE TASKS SIMULTANEOUSLY; ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH ASSOCIATES, REGULATORY AGENCY REPRESENTATIVES, CUSTOMERS AND THE GENERAL PUBLIC.
