DURHAM COUNTY IS SEEKING A TAX ADMINISTRATOR TO LEAD, PLAN, ORGANIZE, AND DIRECT A STAFF OF 66 EMPLOYEES RESPONSIBLE FOR APPRAISING, LISTING, AND MAPPING PROPERTY FOR TAX COLLECTION PURPOSES FOR THE COUNTY. THIS POSITION IS ALSO RESPONSIBLE FOR TAX COLLECTIONS FOR THE FOUR MUNICIPALITIES WITHIN THE COUNTY. THE COUNTY HAS A CURRENT TAX BASE OF $36 BILLION; WITH APPROXIMATELY 116,000 REAL ESTATE PARCELS. WITH ALMOST 17,500 TOTAL NEW RESIDENTIAL UNITS BUILT IN THE LAST FIVE YEARS, THE COUNTY’S (AND CITY) PROPERTY VALUATION GROWTH HAS INCREASED SIGNIFICANTLY. IN FY 2018-19 PROPERTY VALUATION GROWTH FOR THE COUNTY IS ESTIMATED AT 3.97% WHILE CITY PROPERTY VALUATION GROWTH IS ESTIMATED AT 4.46%. THE GROWTH ESTIMATED FOR FY 2018- 19 IS SIGNIFICANTLY HIGHER THAN PAST FISCAL YEARS. WITH MORE THAN 70 PERCENT OF DURHAM COUNTY’S BUDGET DEPENDENT ON PROPERTY TAX, THE COUNTY IS SEEKING AN INNOVATIVE LEADER WHO CAN FORMULATE STRATEGIES AND PROCEDURES TO POSITIVELY AFFECT THE CITIZENS, WHILE KEEPING PACE WITH THE CHALLENGES INHERENT IN A RAPIDLY GROWING COMMUNITY. THE TAX ADMINISTRATOR IS APPOINTED AND SUPERVISED BY THE BOARD OF COUNTY COMMISSIONERS. KEY PRIORITIES OF THE NEW TAX ADMINISTRATOR WILL BE TO WORK WITH STAFF TO LEVERAGE THEIR TALENTS AND ESTABLISH A CULTURE OF EMPLOYEE ENGAGEMENT, MANAGE THE 2019 GENERAL REAPPRAISAL PROCESS AND WORK WITH COUNTY PARTNERS TO MEET THE STRATEGIC PLAN GOAL OF ACCOUNTABLE, EFFICIENT AND VISIONARY GOVERNMENT. A KEY INDICATOR IN MEETING THIS GOAL IS THE NEED TO IMPROVE PUBLIC PERCEPTION OF PERCEIVED VALUE OF SERVICES OFFERED BY THE COUNTY COMPARED TO TAX RATES AS WELL AS ENSURING A MAXIMUM TAX COLLECTION RATE TO DELIVER NEEDED SERVICES. QUALIFICATIONS, COMPENSATION AND BENEFITS: REQUIRES A MINIMUM OF A BACHELOR’S DEGREE FROM AN ACCREDITED COLLEGE OR UNIVERSITY IN FINANCE, ACCOUNTING, PUBLIC ADMINISTRATION, BUSINESS ADMINISTRATION OR RELATED FIELD AND 10 YEARS OF PROGRESSIVELY RESPONSIBLE EXPERIENCE IN REAL AND PERSONAL PROPERTY APPRAISAL, REAL ESTATE, COLLECTION OF TAXES AND REVENUE, OR RELATED AREA INCLUDING A MINIMUM OF FIVE OR MORE YEARS OF SUPERVISORY AND MANAGEMENT EXPERIENCE; OR AN EQUIVALENT COMBINATION OF EDUCATION AND EXPERIENCE. ADDITIONALLY, THE CANDIDATE SHOULD CURRENTLY POSSESS ALL CERTIFICATIONS BY NORTH CAROLINA DEPARTMENT OF REVENUE AS REQUIRED IN THE NORTH CAROLINA MACHINERY ACT; OR BE ABLE TO ACHIEVE ALL NECESSARY CERTIFICATIONS WITHIN TWO YEARS. THE SELECTED CANDIDATE WILL BE REQUIRED TO OBTAIN AND MAINTAIN A VALID NORTH CAROLINA DRIVER’S LICENSE. THERE IS A RESIDENCY REQUIREMENT TO RELOCATE WITHIN COUNTY LIMITS WITHIN 12 MONTHS OF EMPLOYMENT. EXPECTED HIRING RANGE IS $125K-165K DEPENDING ON QUALIFICATIONS.
