Announcing PharmAvail as our new pharmacy benefit manager

The N.C. League of Municipalities’ Health Benefits Trust is excited to announce PharmAvail as our new pharmacy benefit manager (PBM) beginning January 1, 2012.

This change is expected to save you, our membership, 12 percent in pharmacy claims, or $1.2 million.

This change follows an extensive analysis of our pharmacy contract, which was due to expire on January 1. This new pharmacy contract enables us to realize savings that will serve as a hedge against medical trend which continues to increase 8 percent per year.

Our Mission

To administer high quality insurance trusts, provide professional service and to always be accountable to the membership through the leadership of the Board of Trustees and the knowledge and dedication of a higly trained staff.

The League offers its members the opportunity to participate in one or more of three, self-funded governmental insurance pools. These pools provide workers' compensation, health benefits, property and liability coverages.

What are self-funded pools?

A vehicle that allows mid- to smaller-sized municipalities the ability to self insure collectively serving as an alternative to insurance from commercial companies.

Cities, towns, villages and other public entities cooperate to form self-insured pools to enjoy the benefits of self insurance on a collective basis, while receiving top-notch service by experts in municipal risk management. These pools provide League members the ability to obtain insurance coverage geared to their unique needs through a program governed by their peers -- other municipal officials across the state. In addition, the pool offers unparalleled expertise with regard to municipal coverage needs, municipal claims and municipal risk management and loss control issues. The League's Risk Management Services provides the daily management for these insurance programs, under the direction of the NCLM Risk Management Board of Trustees.

In this section are descriptions of the three major insurance programs and the other services offered by NCLM Risk Management Services.
