Permit Technician – Fuquay-Varina - The hiring rate is $34,059 and the minimum is $35,762 and midpoint is $44,277. General Statement of Duties: Performs specialized administrative and technical work in the acceptance,  tracking fee determination and issuance of building permits in support of the construction inspection process. Distinguishing Features of the Class. An employee in this class provides administrative and record-keeping duties in support of the building inspection and permitting process for the Town. Duties include working with the general public and contractors/builders to guide applicants through the permit process and answering questions; verifying and entering a variety of information into computer records system and updating information as various steps are completed; setting up new users for the on-line system and establishing access; breaking down and calculating residential and commercial permit and review fees and explaining the components behind the calculations; collecting payments; scheduling inspections; and maintaining permit files. With appropriate certifications employees may issue Certificates of Occupancy. Work involves application of knowledge to determine if permit applications meet specified requirements, preparation of building permits, data entry, establishing computer records, report compilation, significant public contact, and fee collections work.  Work requires a broad knowledge of departmental operations in order that the role may work in various components of the permit process.  Sound judgment is required in performing the tasks. Work is performed under general supervision and is evaluated through observation, conferences and the quality and effectiveness of the work completed. Duties and Responsibilities: Essential Duties and Tasks: Takes in permits; reviews various forms, applications and plans for completeness including for contractor license, workers compensation and signature authorization forms prior to acceptance of application and issuance of permit to insure specified requirements have been met; applies procedures and requirements to work reviewed. Schedules building inspections for the next day as requested by phone and on line; tracks and assigns reviews. Meets with citizens, new builders and contractors to advise on various permitting requirements and procedures for use of on-line systems; activates on-line accounts. Answers questions regarding inspections and permitting requirements; directs customers to correct forms, departments, personnel and explains correct procedures for plan submittals. Calculates and collects fees for residential and commercial permit applications. Enters permit information submitted electronically into tracking system; Scans documents;  maintains project files including maps and drawings; files and retrieves documents; purges files. Works with permitting and inspections computer module to process permits. Answers questions on policies and procedures and provide information on the inspections and permitting process requirements. Reviews various forms, applications and plans for completeness prior to acceptance of application and issuance of permit to insure specified requirements have been met; applies a wide variety of procedures and requirements to work reviewed; answers questions regarding inspections and permitting requirements. May back up Town reception function, providing information to the public. Additional Job Duties: May assist other clerical and administrative staff within and outside the department as needed; fills in for absent coworkers. With certification at the I level signs CO’s (certificate of occupancy) forms. Performs related duties as assigned. Recruitment and Selection Guidelines: Knowledge, Skills and Abilities. Considerable knowledge of office practices and procedures. Considerable knowledge of the application of information technology hardware and software to the work. Working   knowledge of building construction process and of permitting requirements. Considerable knowledge of arithmetic and its uses in general office work. Ability to prioritize work and perform a volume of detailed records work. Ability to plan and organize administrative support activities and tasks. Ability to establish and maintain effective working relationships with department staff, builders, developers and the general public. Ability to gather and give basic information and instructions on departmental programs based on inquiries. Ability to gather and compile data from a variety of sources. Ability to arrange and place records, reports and files into a proper sequence and develop systems for retrieval and storage of departmental records. Physical Requirements: Must be able to physically perform the basic life operational support functions of stooping, reaching, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Must possess the visual acuity to compile and compute data and statistics, operate a computer, proofread materials and do extensive reading. Desirable Education and Experience: Graduation from high school and recordkeeping and clerical experience involving extensive public contact, preferably in the building or construction industry, or an equivalent combination of education and experience.
