Software Engineer






The North Carolina League of Municipalities (NCLM) is initiating the recruitment process for an Software Engineer. PG 006 $56,320 - $88,000. The purpose of this position is to provide software development and support for League activities. This is accomplished by analyzing current business processes, evaluating and developing new web based applications, providing support to databases, establishing and working with members, staff, and vendors to improve software delivery. We are looking for an experienced, self-motivated candidate who desires to work for a progressive mission driven organization dedicated to supporting North Carolina local government. Position details include: Perform software development, systems analysis, reporting design, and other development; Responsible for scoping, requirements, development, testing, and deployment tasks; Expected projects will involve .NET, Java, web services, SQL Server Reporting Services and SharePoint, Leads data integration/interface systems: Document data repositories; table & field structures and where integrations are in place. Assist in data integrity and consolidation efforts. develop/customize reports as needed. Lead in distribution of exported or integrated data to other databases, website or other applications. Improves information technology by meeting with IT Team to discuss organizational issues and solutions; soliciting departmental needs; and establishing secure forms of data exchange using encryption, secure sites, and FTPs. Minimum Qualifications: Broad knowledge in a general professional or technical field. Four year degree-level of study preferred. Over two years up to and including five or more experience. Interaction with government, not-for-profit, or private sector organizations helpful. Possess experience in systems analysis, requirements, software development, reporting, and analysis. Experienced with a broad range of the following technologies preferred, but candidates with partial experience will be considered: ASP.NET, distributed web applications, relational databases, reporting, C#, HTML5, XML, Java, JavaScript, SQL Server, MySQL, SQL Server Reporting Services. SharePoint design and development, Web and mobile applications, XML web services. Familiar with developing work estimates, tasks, and project approaches. Possess strong documentation skills in creating requirements, specifications, process flows, system documentation. Demonstrate solid problem-solving, relationship, communication, and coordination skills. Learn and apply technologies and business processes quickly and effectively

Communicate well with users, technical staff, and management. Work well independently and on teams. Show initiative in handling multiple assignments. Results-oriented, flexible, and creative. Eager to learn, self-starter, and support team outside of current skills. Initiate, manage, learn, and perform work with limited instruction. Skills/Certifications/License Required: Valid Class C Driver's License. This position reports to the NCLM Director of Information Technology and is located in Raleigh, NC.
