GENERAL DEFINITION AND CONDITIONS OF WORK: Performs intermediate professional work in the preparation and maintenance of financial records; does related work as required. Work is performed under the regular supervision of the Finance Officer. This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires stooping, reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. ESSENTIAL FUNCTIONS/DUTIES: Collects and processes delinquent tax; Enters monthly recurring club bills, i.e. utilities, credit card, fuelman etc; Administrator for the North Carolina debt setoff program; Coordinate with County on enforced collections of delinquent tax; Process basic recurring journal entries; Serve as primary back up to other finance functions to include Payroll,  AP, Purchasing and Revenue Collection; Assist the Finance Director and Assistant Finance Director with a variety of Clerical and technical accounting tasks; Codes and processes travel reimbursements; Reviews and processes refunds for utility billing and other related miscellaneous receivables; Enters annual budget to the fund ledger; Processes and post budget amendments and capital budget ordinances; Compile annual financial reports to include but not limited to LGC 203, INV 91, Powell Bill Expenditure Report and the E-911 report of revenues and expenditures; Handles accounts receivable functions to include invoice tracking; Administer the City’s fuel account. KNOWLEDGE, SKILLS, AND ABILITIES: General knowledge of the principles, methods and practices of accounting; general knowledge of the laws, ordinances and regulations governing municipal financial matters; general knowledge of modern office methods, practices and equipment; ability to prepare and maintain basic financial reports and records; ability to analyze and evaluate financial systems; ability to establish and maintain effective working relationships with associates and the general public; ability to express technical ideas effectively, both orally and in writing. Considerable knowledge of computer operations, software utilized for finance-related functions as well as Microsoft Office Applications such as Word and advanced Excel. EXPERIENCE/EDUCATION: Graduation from a regionally accredited community college with an Associates degree in Accounting, Finance, Public or Business Administration or related field and 4 to 6 years governmental experience; basic understanding of financial analysis and reporting, internal controls and financial operations. SPECIAL REQUIREMENTS: Possession of an appropriate driver’s license valid in the State of North Carolina.
