IT DIRECTOR – Laurinburg, pop. 15,825, Salary Range: $52,520.18 - $77,444.75 + benefits. The City of Laurinburg is searching for an experienced professional to lead the IT/Fiber activities of our City. Responsibilities include difficult advanced technical work overseeing, planning, directing and participating in program development, analyzing operations, managing information systems and procedures, preparing and maintaining systems, records and files, and related work as apparent or assigned. Duties include planning, directing, administering and participating in program development; analyses and operations; manages information systems and procedures. Performing necessary software engineering and quality assurance functions including system security, software configuration management and system software evaluation. Establishing and maintaining department standards and security and disaster recovery procedures. Management of our Fiber system and infrastructure. Coordinating the use of computer applications with City departments. Advising the City Manager on issues regarding the City's information technology function; assists governmental departments with the development and implementation of computer assisted solutions to daily operational problems. Formulating department budget; controls expenditures. Designing, implementing and maintaining the City's information technology infrastructure; including daily backups and data protection.  Investigating and evaluating new technology and the City's potential use. Determining the impact of federal and state mandates on the department. Evaluating hardware and software; makes recommendations.  Assisting in developing information systems strategic and operations plans including hardware/software system development and enhancement required by changing technology and programming methodology. Thorough knowledge of complex micro and minicomputer systems, including machine capabilities and applications potential and available software packages; thorough knowledge of data management program development; programming languages and available software; thorough knowledge of all phases of systems analysis, programming and computer operations in an on-line, networked and batch processing environment; thorough knowledge of principles of electronic mail systems and computer networking configuration; ability to identify problems and develop logical conclusions and effective, workable solutions; ability to coordinate, direct and supervise systems analysis, design and programming; ability to interpret and apply complex technical publications; ability to interpret software manuals, blueprints and technical manuals; ability to communicate ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with City officials, vendors, associates and the general public. Performing any other duties as assigned by City Manager. Providing excellent customer service when working with citizens, elected officials, and/or associates.   Supporting the overall City organization by executing the directives as set forth by the immediate supervisor and elected officials. Minimum requirements for this position include a Bachelor's degree from an accredited college with coursework in computer information systems, or related field and considerable experience in information system operations, or equivalent combination of education and experience. Network and Fiber Network System experience, preferably.
