
The North Carolina Interlocal Risk Management Agency (NCIRMA) is the oldest of the three pool programs. It has 460 participants and provides statutory workers' compensation, employer liability limits ranging from $100,000 to $2,000,000 and deductible options available based on the needs of the member.
How NCIRMA began
The League's workers' compensation program was created in response to a commercial workers' compensation insurance industry that was spinning out of control. The program began in 1981 with 125 municipal members. Currently comprising 465 public entities, the workers' compensation pool is now the insurer of choice for most eligible governmental entities.

Organization
The professional staff of NCLM Risk Management Services handle underwriting, loss control, wellness/employee assistance program and claims at the David E. Reynolds Building in Raleigh. The managers of each function report to the RMS director, who has overall responsibility for these functions, and who reports in turn to the RMS Board of Trustees. The NCLM Executive Director appoints the RMS director. The NCLM Board of Directors appoints the 14 members of the RMS Board of Trustees. The Trustees retain professional consultants in the fields of investment management, actuarial study and financial audit. Loss reserves are reviewed monthly, with an annual actuarial review. The pool is conservatively reinsured for catastropic claims. Pool participation meets all the statutory requirements for workers' compensation insurance.
