The Interlocal Risk Financing Fund of North Carolina (IRFFNC) has approximately 384 participant entities. It provides a package of coverages specifically designed for NCLM members. Property coverage is provided for traditional items such as buildings, equipment, vehicles and fine arts. Unique public exposures, such as police dogs, can be covered at the member's option. Liability coverages range from general liability and auto to optional coverages such as police professional and public officials. Bond and crime coverage also is available.
How it began
The Interlocal Risk Financing Fund of North Carolina (IRFFNC) began with 200 participant entities in 1986 on the heels of the liability insurance crisis of the mid 1980s. It has grown since that time to number approximately 386 municipalities and other governmental entities.

Organization
NCLM RMS professional staff handles underwriting, loss control and claims. The managers of each function report to the RMS director, who has overall responsibility for these functions, and who reports in turn to the RMS Board of Trustees. The NCLM Executive Director appoints the RMS director. The NCLM Board of Directors appoints the 14 members of the RMS Board of Trustees. The Trustees retain professional consultants in the fields of investment management, actuarial study and financial audit. Loss reserves are reviewed monthly, with an annual actuarial review. The pool is conservatively reinsured for catastrophic claims.
