The town down the road from you develops a parks facility using a federal grant you never even knew existed. You thought all federal money had dried up. Although the days of federal General Revenue Sharing, major wastewater funding and some other major federal grant programs are gone, many federal grant programs remain. The difficulty is in finding out about them, researching what kinds of projects are eligible for federal grants and learning about the application process.

To make that grants research process easier, the League and the N.C. Association of County Commissioners have negotiated a special deal with the Grants Locator service of eCivis. Grants Locator is an Internet-based grants locator service that provides up-to-date information about the availability and requirements for literally hundreds of types of federal and private foundation grants. Also available are grant-writing tools, tips about what types of projects will be funded under certain grants and other types of valuable information.

CWMTF

The Clean Water Management Trust Fund - The General Assembly set up the Clean Water Management Trust Fund to help finance projects "that specifically address water pollution problems and focus on upgrading surface waters, eliminating pollution, and protecting and conserving unpolluted surface waters, including urban drinking water supplies." Also specifically mentioned was the goals of building riparian buffers and greenways for environmental and other purposes.

The Fund is an independent agency with an 18-member board of trustees that sets criteria and approves all grants. The governor appoints six members, the Senate President Pro Tempore appoints six and the House Speaker appoints six.

According to a report from the fund, moneys from the Clean Water Management Trust Fund may be used to "acquire land or easements for riparian buffers and watersheds; to restore wetlands, buffers and watershed lands; to repair failing wastewater treatment systems; to improve stormwater controls and management practices; for planning and for administration and staff."

The deadline for applications is June 1 and December 1 of each year.

PARTF

A small amount of financial assistance is available on a competitive basis annually through the Parks and Recreation Trust Fund. This fund provides matching grants to local governments (up to $250,000) for parks and recreation grants.
