April 26, 2005
MEMORANDUM
TO: Chief Fiscal Officers
Vice Chancellors
Business Managers
Local Government Units
FROM: Robert L. Powell, State Controller
SUBJECT: Truncation of Credit, Charge, or Debit Numbers on Sale Receipts
Effective July 1, 2005, all persons accepting credit, charge, or debit cards for business transactions must not print more than the last five digits of the buyer's card on the sales receipt and must not display the expiration date of that card. Any point of sale, machine or cash register, must be updated to be in compliance with this law or it must be replaced or no longer used. Some point of sale equipment will simply require a download to be compliant while others may need to be replaced. OSC Memorandum SAD 04-25 addressed this issue. The truncation of credit card numbers is identified under G.S. 14-113.24 .
The Office of the State Controller has attached procedures and guidelines to assist you in making sure that your point of sale equipment will be in compliance. Please contact Luke Harris at (919) 981-5496 or credit.card.info@ncosc.net if you have any questions, concerns, or require any assistance with this issue.
