Locks sworn in as NCLM President

President. Locks was sworn in during the conference's business meeting, which
was held on Tuesday, October 27 in Greenville.
Oct. 28, 2009, Raleigh, N.C. . . .Brevard Council Member Rodney W. Locks has been elected president of the North Carolina League of Municipalities (NCLM), a voluntary, nonpartisan association of 542 cities, towns and villages. His election and installation took place at the NCLM 2009 Annual Conference held Oct. 25-27 in Greenville. He will serve a one-year term.
The League advocates for cities and towns at the state and federal levels and provides direct services to municipal officials, including the following: legal, management and employee relations assistance; research, reports and publications; and three governmental risk-sharing pools offering insurance coverage for municipal governments and their employees. The NCLM Board of Directors oversees League operations, recommends legislative goals for adoption by the membership and adopts policies between annual membership meetings.
Locks previously served as first vice president, second vice president, as a member of the Board of Directors, as chairman of the NCLM Finance, Administration and Intergovernmental Relations Committee and as a member of that committee. He also has served as president of the N.C. Black Elected Municipal Officials, a constituency group affiliated with the League. He has served as a member of the National League of Cities Finance, Administration and Intergovernmental Relations Policy Committee and serves on the N.C. State Energy Policy Council.

Dianne Bellamy-Small, Greensboro; District 11, Mayor Robert A. Mullinax, Newton; At-large, Mayor Ronnie Williams, Garner; At-Large, Council Member Mary L. Cameron, Clemmons; At-Large, Manager Scott Hildebran, Blowing Rock; At-Large, Clerk Penelope Spicer-Sidbury, Wilmington; At-Large, City Attorney Thomas A. McCormick, Raleigh; and At-Large, Dr. Aaron P. Noble, Human Resources Director, Burlington.
