Office of the Executive Director

S. Ellis Hankins, Executive Director
Overall management of League operations and activities including services to cities and towns, advocacy, research, publications, finance, and risk management services; works closely with Board of Directors.

Sandra Bostic, Senior Executive Assistant
Administrative assistance to the Executive Director and NCLM Board of Directors. Prepares agenda packets and minutes. Responsible for organization's annual calendar and director's schedule, and provides significant administrative support for the annual conference.

Regan Reynolds, Executive Assistant
Administering the daily operations of the office of the Executive Director. Responsible for performing a variety of administrative work to support the activities of the Executive Director and the Board of Directors. Prepares for Board of Directors meetings, and provides significant administrative support for the annual conference.

 

Legal, State and Regional Affairs

Andrew L. Romanet Jr., General Counsel
Chief counsel and lobbyist for the League. Oversees legal assistance to cities and towns, including inquiry service, charter revisions, and other forms of legal assistance to League members. Directs legal research activities and amicus brief program. Overall management of League's lobbying activities in the General Assembly; assists members in development of legislative goals and policy; staff to Finance, Administration and Intergovernmental Relations Legislative Action Committee and NC Association of Municipal Attorneys.

Kimberly Smith Hibbard, Associate General Counsel
Handles legal inquires from members and provides variety of legal assistance, including inquires, legal research and special publications. Lobbies for municipal interests in the General Assembly; assists members in development of legislative policies. Staff to Environment, Energy and Natural Resources Legislative Action Committee and NC Association of Municipal Clerks.

John M. Phelps II, Senior Assistant General Counsel
Handles legal inquires and provides variety of legal assistance to member cities and towns, including legal inquiries, research and charter revisions. Supports League lobbying and advocacy work and assists members in development of legislative goals. Staff to Transportation, Communications and Public Safety Legislative Action Committee.

Gregg Schwitzgebel, III Senior Assistant General Counsel
Handles legal inquires and provides variety of legal assistance to member cities and towns, including legal inquiries, research and charter revisions. Prepares monthly publication, Law Notes. Supports League lobbying and advocacy work and assists members in development of legislative goals. Staff to Community and Economic Development Legislative Action Committee.

Beau Mills, Director of Intergovernmental Relations for the NC Metropolitan Coalition
Provides research services, policy advice and assistance to the Board of Directors and Executive Committee of the NC Metropolitan Coalition, an affiliate organization of the League. Coordinates and administers operations of the coalition and represents the coalition on state and federal legislative and administrative agency matters.

Meenal Khajuria, Policy Analyst for the NC Metropolitan Coalition
Assists the Director of Intergovernmental Relations for the NC Metropolitan Coalition in providing research services, policy advice and assistance to the Board of Directors and Executive Committee of the NC Metropolitan Coalition, an affiliate organization of the League. Assists in the operation of the coalition.

Robin Cox, Legal Administrative Assistant
Serves as primary support for the Legislative and Legal Affairs Department. Maintains the League's legislative bill tracking database; inputs and updates bill information and prints and distributes reports. Prepares Legislative Bulletin for printing.

Anita S. Watkins, Manager of State & Regional Affairs
Monitors and works with state agencies to ensure that cities and towns have a voice in the formation of rules, regulations, and state policies that will affect them. Informs and advises members on the potential impact of proposed regulations from both the state and federal levels. Lobbies for municipal interests in the General Assembly and regulatory agencies of the executive branch. Staff to the League's Regulatory Advisory Committee.

John Spurrell, Senior Policy Analyst
Analyzes, evaluates, and reports on environmental issues and their impact on municipalities in the state. Maintains internal GIS for graphic presentations and data analysis on the impact of rules and regulations. Staff to NC Community Development Association.

Margot F. Christensen, Public Affairs Director
Directs League public relations, media relations, publications programs and assists in advocacy activities. Editor of League Letter and Southern City . Researches, writes, edits and produces League publications and advocacy materials. Staff to NC Women in Municipal Government and NC Association of Municipal Electric Systems. Oversees League advertising.

Matt Lail, Writer/Web Content Editor
Researches, reports, writes and takes photos for articles for League Letter and Southern City . Writes for other League publications and assists in public relations activities. Responsible for classified advertising in Southern City . Updates League website on a regular basis.

Dana Davis Bayley, Public Affairs Design Specialist
Does graphics, design, and photography for Southern City and a variety of League publications and collateral materials. Responsible for League's display advertising programs, including Buyer's Guide.

Gayle Jordan, Administrative Secretary
Responsible for filling League publication orders.  Secondary receptionist.  Responsible for ordering office supplies. Helps prepare the Legislative Bulletin for printing. Assists with public affairs projects and special projects. Responsible for room reservations in NCLM facilities. Serves as secondary receptionist and backup for mail processing.

Information Technology and Research

Lee M. Mandell, PhD, Director of Information Technology and Research
Conducts research and prepares special reports and publications on various topics of importance to cities and towns. Answers inquiries on tax and fiscal issues. Analyzes fiscal impact of proposed legislation. Represents municipal interests on a variety of state-level information technology committees and task forces. Chief information technology officer for the League. Staff to NC Government Finance Officers Association.

Joe Boyd, Information Systems Manager
Responsible for the planning and managing of all computer services for the League. Supervises the staff and daily operations of the ITR Department. Manages ongoing and directs the development of future applications related to network servers, personal computers, local and wide area networks, Internet services, and the League's information technology systems.

John D. Hice, Senior Programmer/Analyst
Maintains League computer hardware and software and League's internal computer network and systems. Sets up new work- stations and troubleshoots problems with individual computers and network. Assists in League's research activities and prepares research reports.

Fawn Watson, Senior Programmer/Analyst
Provides programming support to the risk management services department. This includes integration of software programs for accounting, billing, claims, and underwriting.

Thomas Livers, Principal Network Engineer
Maintains the computer network, including desktops, micro-computers, servers, printers and other IS equipment. Also is responsible for installation of upgrades. Troubleshoots computer problems.

Gail Young, Database and Website Administrator
Responsible for the accuracy, integrity, and timeliness of all data in the NCLM membership database and on the NCLM website. Responds to staff requests for special queries and analysis of information and the generation of the scheduled and ad hoc reports from the membership database.

Jody Hartley, Network Administrator
Provides helpdesk support to League staff members. Assists in troubleshooting and resolving user and network problems. Sets up, reconfigures and breaks down computers. Maintains hardware and software inventory.

Hope Moore, Information Support Technician
Assists MIS Administrator in keeping network operational. Back-up help desk support to the League. Prints claims reports through direct hookup with computer system of third party contractor.

Kathy Battle, Membership Database Specialist
Manages the membership database to generate labels in response to various public and private requests.

Karl Knapp, Research & Policy Manager
Assists in developing, coordinating, assessing, researching and evaluating policy issues for the League. Prepares estimates of the fiscal impact of proposed legislation on municipalities, performs research on fiscal and tax policy issues, develops and maintains primary and secondary research databases, prepares charts and graphs, and written analyses. Coordinates and directs temporary and special research projects as assigned such as, solid waste, annexation, and water & sewer surveys.

Charles Archer, Associate Director for Operations and Federal Relations
Lobbies US Congress and coordinates League's federal lobbying with National League of Cities. Supervises operational departments including Central Services, Finance and Human Resources. Responsible for coordinating the League's Annual Conference. Staff to NC City and County Management Association.

Yolanda Hart, Administrative Assistant
Provides document processing and administrative support for the intergovernmental relations policy staff. Coordinates administrative needs of NC City/County Management Association and Regulatory Advisory Committee.

Finance

Tom Medlin, Chief Financial Officer
Responsible for establishing financial policies, procedures, controls, reports and standards for all League functions. Coordinates the annual independent audit. Provides fiscal support and guidance to managers and staff of all three insurance pools.

Demond Thorne, Accounting Coordinator
Supervises the accounts payable, accounts receivable, and payroll functions. Responsible for coordinating computer entry of registration for all League conferences and workshops. Provides financial support services to NCLM affiliate organizations.

Danise Hobson, Accountant
Responsible for processing payroll, various reconciliations for financial statements, internal audits, bank statement reconciliations, accounts receivable, and affiliate accounting.  Assist and works closely with the Controller, Accounting Coordinator, and Accountant.

Vacant, Financial Assistant III
Performs various accounting functions for and provides financial support services to NCLM affiliate organizations. Assists in maintaining and updating the League's database.

Tisha Newkirk , Financial Assistant II
Performs various accounting functions for and provides financial support services to NCLM affiliate organizations. Assists in maintaining and updating the League's database.

Sandra Massengill, Financial Assistant II, accounts payable
Handles accounts payable. Performs various accounting functions for and provides financial support services to NCLM affiliate organizations. Assists in maintaining and updating the League's database.

Diane Godwin, Senior Meeting Planner
Responsible for planning, coordinating, and organizing off-site conferences for affiliate groups, regional meetings, workshops, and other off-site events. Assists with logistics for the League's annual conference.

Athena Banks, Meeting Planner
Assists with planning, coordinating, and organizing off-site conferences for affiliate groups, regional meetings, workshops, and other off-site events. Assists with logistics for the League's annual conference.

Linda Black, Controller
Provides day-to-day management of RMS accounting functions. This includes oversight for preparation of financial statements, general ledger, accounts payable and receivable, preparation of statutory statements for Department of Insurance, internal controls and procedure development, and cost analysis studies.

Joseph Corey, Senior Accountant
Responsible for financial accounting for each insurance pool, including preparation of financial statements for each program and preparation of financial reports for the Department of Insurance.

Tracey Burgess, Financial Assistant II -- Health
Handles health program billing, accounts payable for all insurance programs, and drafts for all insurance programs. Assists Accountant and Accounting Manager with accounting and financial functions.

Doug Lintelman, Financial Assistant II -- Risk Management
Handles accounts receivable for all three programs. Enters invoices into accounting system. Balances administrative bank accounts, prepares letters on COBRA health care terminations and keeps files up-to-date.

Wanda Veasey, Administrative Assistant
Provides administrative support for the Chief Financial Officer and the Finance Department. Assists Chief Financial Officer and NCACC with informing members about the N.C. Local Government Debt Setoff Program. Assists with various projects and special assignments as needed.

Kacey Barcliff, Human Resources Manager
Supervises, coordinates and oversees the human resources function and service areas for the League's internal operations. Develops, implements, and administers a comprehensive human resources program for the League.

Shelia Morton, Human Resources Generalist
Provides administrative support to the Human Resources and Central Services functions. Assists with various projects and special assignments as needed.

Operations

Melissa Smith, Central Services Manager
Supervises administrative staff and print shop; schedules work assignments, mailings and manages flow of administrative work. Responsible for overseeing registration for annual conference.

Ann Chavis, Administrative Secretary
Provides administrative support to the Public Affairs Director and for the Central Services Department. Assists the Executive Assistant and also serves as backup to the receptionist.

Glenn Dean, Print Shop/Facilities Supervisor
Coordinates and supervises in-house printing of a variety of League materials, including League Letter and many research reports. Maintains all print shop equipment. Coordinates and supervises the processing and distribution of inter-office, incoming and out-going mail. Maintenance of Coates and Wilson buildings and staff cars.

Gene Beasley, Printing and Mail Technician
Prints a variety of League materials, reports and publications. Performs mail-related duties for all League departments.

Bob Haynes, Associate Director for Risk Management & Member Services
Overall responsibility for administration of three League-sponsored insurance programs providing workers' compensation, health plans and property and liability coverages. Works with the Board of Trustees for the three programs.

Kristy Barefoot , Executive Assistant
Administrative support to the Associate Director for RMS and Member Services. Prepares agenda packets, writes minutes, and assists in a variety of office operations.


Member Services

Rob Shepherd, Manager of Member Services and Marketing
Directs NCLM member services effort, specifically human resources and municipal consulting including NCLM classification and pay plan studies as well as organization and management studies. Directs the marketing efforts for all NCLM services including three Risk Management Services insurance programs. Staff to Organization of Municipal Personnel Officers.

Hartwell Wright, Human Resources and Employee Relations Consulting Manager
Provides consulting services in response to personnel and management inquiries from cities and towns. Conducts various contract consulting studies for municipalities, including pay and classification plans. Conducts field visits. Responsible for special publications such as annual municipal salary survey and biennial fringe benefit survey.

Madeleine Henley, Marketing Program Administrator
Develops and administers all aspects of the League's marketing program. Establishes feedback mechanism and implements approved changes and modifications. Provides member services in assigned geographic area of state. Assists members in understanding and using League services and properly structuring the insurance coverage through League programs, addresses unique liability concerns, and responds to questions and concerns of members. Markets the League and its three insurance pools to individual cities and towns. Staff to NC Association of Resort Towns and Convention Cities.

Angela Greene, Member Services and Marketing Representative (Western NC)
Provides member services in the western part of the state. Assists members in understanding and using League services and properly structuring their insurance coverage through League programs, addresses unique liability concerns, and responds to questions and concerns of members. Markets the League and its three insurance pools to individual cities and towns.

Lisa Kinsey, Member Services and Marketing Representative (Eastern NC)
Provides member services in the western part of the state. Assists members in understanding and using League services and properly structuring their insurance coverage through League programs, addresses unique liability concerns, and responds to questions and concerns of members. Markets the League and its three insurance pools to individual cities and towns.

Tanika Sneed, Member Services Research/Survey Analyst
Responsible for revising, designing, creating, scheduling, collecting, publishing and distributing all member services surveys and results and managing the member services portion of the membership database.

MIT Program Services

Kay Nunnery, Health Program Manager
Responsible for general oversight and administration of the health program. Manages in-house health program staff, service providers for claims, network utilization, case management, pharmacy benefits, vision benefits, life and short term disability benefits. Assists with member requests and concerns.

Julie Hall, Health Program Coordinator
Handles eligibility and enrollment process for health program membership. Resource for health program members on Medicare, COBRA, Hippa and other eligibility issues. Provides customer support on all aspects of the health program. Supervises other members of the MIT service team.

Griff Jones, Health Program Assistant III
Processes life, vision and disability claims submissions. Information resource for MIT members on health program related issues. Maintains inventory and distribution of health program publications. Provides customer support on all aspects of health program.

Julia Cress, Health Program Assistant
Reviews and processes enrollment and change forms for MIT participants. Provides customer service and support to members on a variety of coverage issues.

Lisa Ervin, Health Program Services Assistant
Processes life, vision and disability claims submissions. Information resource for MIT members on health program-related issues. Maintains inventory and distribution of health program publications. Provides customer support on all aspects of the health program.

Jim Davenport, Loss Control & Health Services Manager
Manages four risk management field consultants and provides overall direction of the loss control services provided to insurance program participants. Includes development of manuals, training programs, on-site assistance and writing on various safety, risk management and loss control issues.

Lisa Battaglia, Health, Wellness and Employee Assistance Programs (EAP) Consultant
Manages and provides overall direction to the Wellness and Employee Assistance Programs offered to health and workers' compensation participants. Includes administering grant programs for starting, maintaining or enhancing a wellness program or employee assistance program; developing and conducting on-site training programs; and dissemination of wellness/employee assistance program information and resources.

Paul Miller, Loss Control Consultant (Eastern Region)
Consults with participants in the League-sponsored insurance programs on loss control and risk management issues in his service area. Provides training and assistance in developing loss control programs, assesses loss and claims history, interprets safety standards, and reviews insurance coverage schedules. Responds to questions and concerns of members.

Ron Tilton, Loss Control Consultant (Northern Piedmont Region)
Consults with participants in the League-sponsored insurance programs on loss control and risk management issues in his service area. Provides training and assistance in developing loss control programs, assesses loss and claims history, interprets safety standards, and reviews insurance coverage schedules. Responds to questions and concerns of members.

Jerry Todd, Loss Control Consultant (Southern Piedmont & Sandhills Region).
Consults with participants in the League-sponsored insurance programs on loss control and risk management issues in his service area. Provides training and assistance in developing loss control programs, assesses loss and claims history, interprets safety standards, and reviews insurance coverage schedules. Responds to questions and concerns of members.

Amy Whisnant, Loss Control Consultant (Western Region)
Consults with participants in the League-sponsored insurance programs on loss control and risk management issues in her service area. Provides training and assistance in developing loss control programs, assesses loss and claims history, interprets safety standards, and reviews insurance coverage schedules. Responds to questions and concerns of members.

Brenda Rich, Administrative Assistant
Administrative support to the Manager of Risk Management Field Services and field service consultants. Administers body armor reimbursement program, video loan program and safety certificate program.

Amy Neisen, Senior Adjuster, Workers' Compensation

Jane Hardy, Medical Adjuster, Workers' Compensation
Works as a workers' compensation adjuster for claims that involve medical expense claims only. Receives "first report of injury" notices by phone, prepares correspondence and documentation for the NC Industrial Commission.

Ruth Thompson, Medical Adjuster, Workers' Compensation
Works as a workers' compensation adjuster for claims that involve medical expense claims only. Receives "first report of injury" notices by phone, prepares correspondence and documentation for the NC Industrial Commission.

Debra Starnes, Medical Adjuster, Workers' Compensation
Works as a workers' compensation adjuster (medical only) taking statements, processing mail and answering members' questions.

Danyelle James, Claims Assistant II
Assists workers' compensation adjusters with administrative duties including taking statements, processing mail, answering phone, etc.

Rita Messer, Claims Assistant I
Provides clerical and receptionist support to the workers' compensation division. Handles daily claims mail distribution, payments to venders, telephone support and processing weekly workers compensation claims information forms.

Mary Correia, Workers' Compensation Adjuster -- Medical
