The League has two legislative action committees that study and recommend policies on a broad range of topics. The two committees are the Finance and Administration Legislative Action Committee and Planning and Services Legislative Action Committee. Both committees have a technical advisory committee that recommends policy to the standing committees.
Each legislative action committee studies issues of concern to cities and towns and recommends League policies on these issues to the NCLM Board of Directors. Each legislative action committee includes at least two members from each of the League's 12 geographical districts, as well as at-large representatives, representatives from the board and a representative from the Joint Regional Forum.
Below are listed some of the interest areas for each committee. If you are a municipal official and have a concern that you wish discussed by one of these committees, please call the League office at (919) 715-4000 or e-mail the League staff liaison shown below.
Finance and Administration Legislative Action Committee & Technical Advisory Committee: Revenues, electric deregulation, finance, personnel, retirement, open meetings, public records, liability, ethics, elections, eminent domain, economic development, incentives
and technology.

Planning and Services Legislative Action Committee & Technical Advisory Committee: Utilities, land-use planning, housing, environment (air, water, solid waste, stormwater), public safety, emergency response, transportation, ordinance enforcement and building codes.

Crossover issues: Include annexation, incorporation, infrastructure funding, transportation funding, economic development and telecommunications -- these may fall into either committee depending on the context and will be assigned on a case-by-case basis.
