The League's legislative advocacy work is led by the members of the Public & Government Affairs Department.

In addition to advocating on behalf of North Carolina's municipalities with the North Carolina General Assembly, the Governor’s office and multiple state agencies, the Public & Governmental Affairs Department also leads League LINC (Legislative Information Network of Communities), the League's grassroots program; represents municipal views in multiple state regulatory processes; conducts research to support municipal goals; monitors issues of interest to municipalities at the federal level; and assists in appointments to and tracking of state boards and commissions.

State Legislative Advocacy

The primary activity of the Public & Government Affairs Department is legislative advocacy at the state level. Members of the Governmental Affairs staff serve as representatives of League members at the N.C. General Assembly.

This representation includes meeting and working with state legislators and staff, attending and monitoring the activity of state legislative committees, and testifying on behalf of municipalities. It also includes the tracking and analysis of legislative proposals and their potential impacts on N.C. municipalities. (Find out more on the analysis of legislation).


The Public & Government Affairs Department also coordinates League LINC (Legislative Information Network of Communities), the League's grassroots lobbying program, to support officials and their communities in pursuing legislative advocacy activities. State Regulatory Advocacy

In addition to legislative advocacy, the League also represents municipalities and their interests throughout the state regulatory process. Public & Government Affairs Department members attend meetings of the state's regulatory bodies and monitor rules under consideration.

The Public & Government Affairs Department also works to determine the impact on municipalities and communicate that information to rulemaking bodies and Department leaders.

Federal Legislative Advocacy

The League also engages in advocacy at the federal level, including monitoring of federal legislation with the potential to impact N.C. municipalities and lobbying of the state's congressional delegation. The League works closely with the National League of Cities to coordinate federal advocacy efforts.

State Boards and Commissions

The Public & Government Affairs Department also follows the appointments of individuals to state boards and commissions and seeks to have municipal officials appointed to these bodies. Get more information on State Boards & Commissions.
